It is open at all times. Thanks to Lize, there is a coffee corner up or North of the entrance, and a bit to the right, in front of the Bengal tiger room.
The coffee corner has a white board where you can write down when you were there. So, it will be easier to identify the most popular coffee times world wide. At present they are around 9.30 and 15.20 CST.

I am checking it out now, and it looks great! With the whiteboard for messages, a coffee machine, some chairs , a bookshelf and a vending machine.
